QUALIFICATIONS: 16 years, councilman, West Miffiin Borough; two years, president, West Mifflin Borough Council; Five years, Allegheny County councilman, District 9; past chairman, West Mifflin Democratic Committee

ANSWER: History tells us that big government is less effective government, hence my belief that a merger of the city of Pittsburgh and Allegheny County would not reflect in the best interests of the people. Small government entities have always proven to be more effective in serving the needs of the taxpayers. As a further example, too many political subdivisions have resorted to the use of authorities to assist in managing the needs of communities. The Port Authority and Sports and Exhibition Authority are merely extensions of our elected officials. Sadly though, they often function in a world of their own, lacking the oversight that would otherwise make them more efficient. Big government would simply get bigger and this, top, becomes a deterrent to effective management need to better serve the people.
