"According to our sources, from July 2004 to July 2005, CCAC spent $15,123,115.78 on outside vendors, with only $591,518.14 (3.9 percent) going to WBE/MBE-certified firms," [Tun Stevens] wrote. "We are not certain as to what percentage of that relatively low figure went to African-Americans. This appears to be a totally unacceptable level."
