"If the City fails to make their case in front of a neutral arbitrator, the arbitrator, like any judge, must dismiss the charges," he wrote. "We don't have corruption or major drug problems in the Pittsburgh Police department, to imply that we do is wrong and unfair."

"We showed that was bull in our 2002 report, and it's an insult to say they can't get over to CCAC and get 60 credits because they're Black," she said. "The bottom line is this bureau hasn't even tried to recruit (Blacks.)"

"Hopefully, more education yields better human relations and communication skill, which would be helpful for young white officers also," he said. "There are mixed feelings on it, but I don't think 60 credits is a major issue, especially when we want to see more African-Americans in college."
